The situation

Can you take over an application someone else built?

Yes. We start with a short audit — dependencies, test coverage, deployment process, and the parts of the codebase that carry the most risk — and give you an honest read on whether it is better to continue or rebuild. Continuing is usually the right answer.

Who owns the code?

You do, in your own repository, from the first commit.

Do you handle hosting and infrastructure too?

Yes — that overlaps with our cloud and DevOps work, and it is generally cheaper to have the same people do both than to hand off between two vendors.
